我国玻璃钢渔船产业发展现状及政策建议——以上海市为例

摘要(Abstract):

从调研上海渔船渔业的现状入手,发现上海渔船总体上存在作业风险大,老龄化、船体破旧,船舶小型化和经济效率低等问题,发展玻璃钢渔船是解决渔船渔业的重要路径选择。分析了推广玻璃钢渔船的必要性、可能性以及面临的主要困难,并提出了推进渔船玻璃化的发展路径与政策建议:1发展玻璃钢渔船应从近沿海、内河与湖泊的、非动力木质(水泥)渔船玻璃钢化入手,重点推进小型钓鱼船与刺网渔船的玻璃钢化。2以渔船玻璃钢化推进渔业转型升级,拓展可利用资源和资源利用模式。3建立政府与市场协调发展机制:政府应建立教育补贴机制,加强渔民教育,加强监管,引入玻璃钢渔船生产许可证制度;企业应树立社会责任意识,保证玻璃钢渔船生产流程的规范性。
The authors investigate the current situation of Chinese fishing vessels and find that in China the main problems in fishing fisheries are higher risk in fishing activities,ageing and worn-out, smaller size and lower fishing efficiency. Based on the survey, the authors suggested that to develop the FRP(fiberglass-reinforced plastics)fishing vessels should be an importanr way of solving the above problems in the Chinese fishing fisheries.The paper also analysed the necessity, feasibility and the main challenges of spreading the FRP fishing vessels and raised the main policies thereon. First, we should start with developing the smaller and non-powered wooden fishing vessel operating in rivers, lakes and inshore. Secondly, we should expand the available resources and the utilizing model of resources by improving the FRP fishing vessel. Thirdly,the integrating systems should be established, including education subsidy system,governable system and license system.Fourthly, the enterprises should foster the social responsibility to ensure the standard of FRP to be met.
