基于三阶段DEA模型的我国区域海洋科技创新效率分析

摘要(Abstract):

通过使用三阶段DEA模型,剔除了传统效率测算中的环境因素和随机干扰影响,分别对我国"十一五"期间(2006—2010年)天津、河北、辽宁、上海、江苏、浙江、福建、山东、广东、广西、海南11个沿海省市区的区域海洋科技创新效率进行了实证分析。结果显示:三阶段的DEA分析可以较好的反映海洋科技的创新效率;通过对我国区域海洋科技创新效率的计算可以发现,"十一五"期间,我国海洋科技创新效率仍处于较低水平,发展趋势上呈现缓慢增长的特点,区域间海洋科技创新效率的差异较为明显,在各地区海洋科技投入不断加的背景下,创新效率已经成为制约海洋科技水平的重要原因。因此,建议各沿海地区应进一步完善区域海洋科技创新的支撑体系,保证海洋科技投入的持续稳定增长,强化对海洋科技关键领域的创新。
By using the three-stage DEA model and eliminating the effects of environmental variables and statistical noise in the traditional method of measuring efficiency, this paper made an empirical analysis of the marine technology innovation efficiency in 11 coastal provinces of China in 2006-2010. It found out that the three-stage DEA model can evaluate the efficiency of marine technology innovation more accurately,and during the 11 th Five-Year Plan, the marine technology innovation efficiency in China was still at a low level, growing slowly and the difference in the regional Marine technology innovation efficiency was obvious. Through the comparative analysis, it can be found that against the background of the marine technology input constantly increasing, innovation efficiency has become an important factor for restricting the marine science and technology level. There fare, it is suggested that coasted regions farther improve the support system for the regional marine science as technology innovation, ensure the sustained and stable growth of marine science and technology input are strengthen the innovation in the they areas of marine science as technology.
